Update from ÇÑ×ÓÊÓƵ City Unified School District Board on Progress of Reopener Negotiations with Labor Partner SCTA
ÇÑ×ÓÊÓƵ, CA - The ÇÑ×ÓÊÓƵ City Unified School District Board of Education today shared the following update regarding the progress of current negotiations with labor partner ÇÑ×ÓÊÓƵ City Teachers Association (SCTA) on three articles of its current contract related to the 2022-2023 school year.
Last spring, the District and SCTA reached agreement on a contract for the school years 2019-20, 2020-21, and 2021-22, and agreed to reopen negotiations on compensation plus one article selected by each party for the 2022-23 school year. The three articles that are currently being negotiated are:
- Article 12: Compensation
- Article 8: The process for teacher transfers and hiring new teachers to address vacancies, which was selected by the District; and
- Article 17: Class sizes, which was selected by SCTA.

The Board has directed the District’s negotiations team to work towards reaching agreements on these articles that are in the best interest of our students and reflect community priorities. The District’s negotiations team is working at our direction and we are paying close attention to the process.
We want to attract top talent to the ÇÑ×ÓÊÓƵ City Unified School District. We also want every student to have a teacher assigned to their class at the start of the year. Currently, staff vacancies remain a challenge, particularly at our District’s historically underserved schools. Our District’s proposals are designed to help address our staffing crisis and provide stability for all students from the first day to the end of the school year. Notably, the changes proposed by the District to Article 8 would have no fiscal impact on the District’s budget.
While the negotiations over these three articles continue, our Board is committed to making critical investments that are important priorities for addressing and supporting students’ academic and social emotional growth and progress. The Board continued discussing details about these investments at our May 18, 2023 Board meeting and will continue to do so at our meetings scheduled for June 8, 2023 and June 22, 2023.
